well the amendment stated that all weres, natural-born and bitten,
have to register with the ministry where ever they go out of fear of
a possible infection, but also to control the were population. so its
really all just an attempt to limit the weres because most people
discriminated them, but it has improved greatly nowadays; though
i would not say that weres receive equal treatment. anything else?
